SELECTserver will not respond to application calls for licenses

Placed on behalf of a user.

When the user tried to run WaterGEMS it stated that the
license server could not be contacted.
The SelectServer is local on the same machine.

When he looks at the SelectServer Admin page he gets an
error  usage logs were last transmitted
on 09-06-2013.  He manually did it this
morning, he got a response file and he uploaded the response file.  Running SS 09.00.00.113. When he attempts to
look at the license file it is greyed out. The only thing he has access to it
Reports and Administration.
